If, after the approval of the site plan review and the license application by the
local business tax receipt department of the city, the city shall issue to the applicant
a development permit, and the local business tax receipt department shall issue a
license for off-street parking with above ground diesel and/or storage tanks, which
license shall continue in full force and effect, except as otherwise provided, licenses
shall expire on September 30. Those licenses not renewed by October 1 shall be considered
delinquent. No license shall be issued for more than one year.
