§ 2-71. Adoption of rules.

  • (a)

    It is necessary that every deliberative body be governed by rules of procedure in order that the will of a majority of its members may be determined and revealed in an orderly manner.

    (b)

    The city council must have rules to promote the orderly and businesslike consideration of the questions which come before it for determination. These rules shall determine the priority and manner of consideration of questions, and will provide an orderly and methodical plan so that all business may receive proper consideration, thus eliminating confusion and waste of time and effort.

    (c)

    The city council has an inherent right to regulate its own procedure, subject to provisions of the state constitution, Florida Statutes, the City Charter, or other controlling authority.

    (d)

    Sections 2-73 through 2-90 are the rules of procedure and shall govern all meetings of the city council.
