§ 46-108. Responsibility of officials.

  • (a)

    The mayor, or such employee of the city whom he may designate, shall be the person responsible for implementing the provisions of this article.

    (b)

    Except as provided under the provisions of this article, it shall be unlawful for any city officer, employee, or agent of the city to order the purchase of any supplies or make any contract, and any attempt to do so shall not be binding upon the city.

    (c)

    The mayor shall, when possible and practical, do the following:

    (1)

    Classify all supplies used by the various departments of city government.

    (2)

    Prepare and adopt written specifications of all standard supplies.

    (3)

    Prepare written specifications for all contractual services required by the city.
