§ 46-146. Findings and purpose.

(a)

Planning and census projections indicate that the population of the city will substantially increase during the next five years, resulting in new development. The increase in new development will directly and adversely impact the existing public safety service network located within the city.

(b)

In order to maintain adequate law enforcement protection for the existing population and to accommodate the impact of the projected increase in population due to new development, the law enforcement network will have to be expanded.

(c)

The sources of revenue presently available to the city will be inadequate to fund the entire cost of acquisition of additional public safety service and the acquisition of capital equipment required to accommodate the impact of the new development.
