§ 54-2. Water and sewer department regulations adopted.

(a)

The city council hereby adopts the rules and regulations of the city department of water and sewer, which is made a part of this chapter, and referred to as exhibit A, rules and regulations—general; exhibit B, rules and regulations—sewer service; and exhibit C, rules and regulations—water service, which are not printed in this Code, but are on file in the city clerk's office. Further, the city council hereby adopts the form agreements as set forth in exhibit D, agreement for construction of sanitary sewage facilities, and exhibit E, agreement for construction of water facilities, which are not printed in this Code, but are on file in the city clerk's office. The water and sewer board shall have the power and authority to act in accordance with the rules, regulations and agreements as incorporated in this section by reference.

(b)

Nothing contained in this section shall in any way limit the power of the city to establish policies in accordance with the Charter applicable to the department of water and sewer, or to amend the rules, regulations and agreements adopted in this section, or to limit the powers of the water and sewer board provided by ordinance in accordance with the Charter.
